Upload the Plugin Memorandum folder to the plugins directory in your WordPress installation
Go to plugins list and activate “Plugin Memorandum”.
You can write and save memo for each plugin in the Plugins page.

このメモ更新ボタンが表示されないバグは plugin-memorandum.php 207行目の classを class="alignleft actions" から class="alignleft actions bulkactions" に修正

Does not save notes in WordPress 4.71, hence useless. Great idea.
